Rethinking education
What if education were shaped with young people, not simply for them?

Initiative
SCALE (the System Change Architecture for Learning Excellence) is a multi-stakeholder initiative working to strengthen Ghana’s education system. Led by Ghana's Ministry of Education and backed by philanthropic, private, and multilateral partners, it aims to improve the quality and relevance of education across the country by supporting local communities in driving change in their own schools. Its approach to learning goes beyond literacy and numeracy to include social and emotional skills, alongside stronger use of evidence and locally led action.
Challenge
Ghana has made real progress in getting young people into school, with innovative programmes being implemented across the education system. Yet many children still fall short of basic literacy and numeracy, as well as the social and emotional skills they need to thrive. SCALE builds on Ghana’s progress by supporting system-wide change focused on learning and holistic development.
SCALE helped mobilise USD 118.8 million in additional financing to strengthen Ghana’s education system.
Approach
SCALE builds on GALOP, Ghana’s flagship education programme, introducing new components to strengthen the education system. A dedicated unit in the Ministry of Education, the GEEDLab, strengthens the use of data and research in policy, while Communities of Excellence bring local actors together to support systemic change, learning and social and emotional development in their own contexts. Over four years, SCALE will support teachers, school leaders and other stakeholders across thousands of schools, ultimately reaching millions of young people.
